                            FOREWORD


Before using this Handbook, a reader should become thoroughly 
familiar with FSM 2531.  

The water resource inventory process has three major subdivisions 
or phases that are required to complete an inventory.  These 
phases are (1) plan and design, (2) inventory, and (3) 
application and monitoring.  Each phase has a number of action 
items that must be followed in sequential order (sec. 1.1, ex. 01).
