DO NOT REMOVE SUPPLEMENTS OR INTERIM DIRECTIVES.  Retain this 
transmittal as the first page of this document.  The last 
amendment to this Handbook was Amendment 1909.13-91-1 to FSH 
1909.13.

This is a reissuance of FSH 1909.13 in its entirety.

Zero Code - Clarifies responsibilities (sec. 04) and moves 
direction previously located in the Zero Code to more appropriate 
sections of the Handbook.

Digest--Continued:

10 - Revises program budget formulation direction for consistency 
with current procedures and practices.

20 - Clarifies responsibilities (sec. 20.4) and restructures 
direction on the budget presentation process.

30 - Consolidates direction on budget allocation and budget 
(previously located in chapters 30 and 40).  Adds direction and 
requirements for Congressional Intent analysis and Program 
Development and Budget performance evaluation reporting.

40 - Consolidates guidelines and direction on General 
Administration (previously located in chapters 10, 30, and 40).  
Revises administrative activities and positions which can be 
financed from the General Administration line item.  Issues 
instructions for assessing appropriations for administrative work 
not covered by General Administration.

50 - Clarifies responsibilities (sec. 50.4) and changes the 
attainment reporting process used from the Fort Collins Computer 
Center to the Planning and Budgeting Distributed Information 
Processing System (PBDIS) (sec. 51.1).

60 - Clarifies responsibilities (sec. 60.4) and outlines the 
production schedule for the Annual Report of the Forest Service 
(sec. 62).

70 - Adds a new chapter to provide guidelines and direction on 
the Land Management Planning Report to Congress, including 
requirements and uses (sec. 71), production schedule (sec. 72), 
and content (sec. 73).

80 - Adds a new chapter to provide guidelines and directions on 
Budget Information Management, including planning and budgeting 
distributed information system (sec. 81) and supported budget 
processes (sec. 82).
