1909.13,70 Page 1 of 3 FSH 1909.13 - PROGRAM DEVELOPMENT AND BUDGETING HANDBOOK WO AMENDMENT 1909.13-94-1 EFFECTIVE 9/30/94 CHAPTER 70 - LAND MANAGEMENT PLANNING REPORT TO CONGRESS 70.4 - Responsibility. 70.41 - Washington Office. 70.41a - Director, Program Development and Budget. It is the responsibility of the Director, Program Development and Budget, through the Branch Chief for Program Planning and Development, to: 1. Prepare the Land Management Planning Report to Congress. 2. Appoint a Process Manager to coordinate the preparation, review, and distribution of the Land Management Planning Report to Congress. 70.41b - Process Manager. It is the responsibility of the Process Manager to: 1. Coordinate the preparation, review, and distribution of the Land Management Planning Report to Congress. 2. Prepare the annual instructions for the field units, which incorporates the previous year's direction and critique into the pending year to provide report consistency. 3. Manage the report development process by responding to questions and resolving process problems. 4. Prepare the final report and ensure the data is accurate and consistent with the annual budget justification to Congress (Explanatory Notes). 5. Coordinate the printing of the report with the Washington Office, Public Affairs Staff and distribute the report to all appropriate individuals or groups. 6. Conduct the annual critique of the report preparation process as a means of regularly improving the content and quality of the report. 70.42 - Field Units. It is the responsibility of these line officers to ensure report data is collected and submitted to the Washington Office, Process Manager. 71 - REQUIREMENTS AND USES. The Land Management Planning Report to Congress has been submitted to the Congress annually since 1989. In the 1988 Appropriations Bill (Department of the Interior and Related Agencies Appropriation Bill, 1988 Report 100-171, page 67-68), the Congress directed the Forest Service to prepare a report that compared annual budgets to the annual funding level assumed in the Forest Land and Resource Management Plans. The report is submitted to the Committees on Appropriations by April 1 of each year. The report is used by the Congress to: 1. Assist in reviewing future budget requests relative to the needs for full implementation of the National Forest land and resource management plans. 2. Assess any developing trends as the National Forests implement the forest land and resource management plans. 72 - PRODUCTION SCHEDULE. See exhibit 01 for an outline of the production schedule for the report. 72 - Exhibit 01 Land Management Planning Report To Congress, Production Schedule Dates Action(s) MAY - JUNE Process manager conducts a critique of the previous year process. SEPTEMBER Process manager reviews critique comments and make recommendations to the Director, Program Development and Budget for improvements in the process. OCTOBER Process manager prepares the annual instructions for preparation of the report. DECEMBER Field units collect report data. FEBRUARY Field units submit report data. Process manager conducts validation and analysis to ensure data accuracy and compliance with instruction guidelines. MARCH - APRIL Final report is prepared and released to Congress. 73 - CONTENT. The Land Management Planning Report to Congress contains the following information: 1. The agency's final budget allocations with supplements and adjustments for the current year - 1 (CY-1). 2. The agency's budget allocations in accordance with the final Program Budget Management Information (PBMI) Advice by budget line item for the current year (CY). 3. The agency's budget allocations in accordance with the initial PBMI for the current year + 1 (CY+1). 4. The agency's annual estimates to fully implement the National Forest land and resource management plans.
