1909.13,50 Page 1 of 3 FSH 1909.13 - PROGRAM DEVELOPMENT AND BUDGETING HANDBOOK WO AMENDMENT 1909.13-94-1 EFFECTIVE 9/30/94 CHAPTER 50 - ATTAINMENT 50.1 - Authority. 1. Section 8 of the Resource Planning Act (RPA) 1974 (16 U.S.C. 1606) requires the Forest Service to report annually to Congress its accomplishments and associated costs as they relate to meeting the RPA program. 2. The National Forest Management Act of 1976 (16 U.S.C. 1604) requires the evaluation of land and resource management plans to determine how well the plans objectives are being meet. 50.4 - Responsibility. (Sec. 04; FSM 1904 and 1930.4). 50.41 - Washington Office. 50.41a - Director, Program Development and Budget. It is the responsibility of the Director, Program Development and Budget, through the Branch Chief for Financial Planning and Management to: 1. Include the allocation of performance goals in the Program Budget and Management Information (PBMI) Advice. 2. Develop, establish, and maintain the Management Attainment Reporting (MAR) System. 3. Prepare an analysis of accomplishments for use by the Chief in evaluating Agency performance. 4. Report to the Chief for submission to Congress, annually, the Agency's accomplishments and associated costs. 50.42 - Field Units. 50.42a - Regional Foresters, Station Directors, Area Director, and Institute Director. It is the responsibility of the Regional Foresters, Station Directors, Area Director, and the Institute Director to ensure local processes and procedures are established for allocating and reporting accomplishments within the requirements established by the Chief. 50.42b - Forest Supervisors. It is the responsibility of Forest Supervisors to ensure accomplishments are reported within the direction and guidance of the Regional Forester. 51 - ATTAINMENT REPORTING. Attainments are an essential component of the many reports prepared by the Agency. Attainment information is included in the budget justification to Congress (Explanatory Notes) and the Annual Report of the Forest Service. 51.1 - Reporting Process. (Sec. 50.42). Field units enter the required accomplishment information with performance goals through the Planning and Budgeting Distributed Information System (PBDIS) module of the Management Attainment Reporting (MAR). The data and supporting narrative should be transmitted electronically to the Washington Office, Program Development and Budget Staff (PD&B). Research Stations and the Institute must report accomplishments to the Washington Office, PD&B Staff in accordance with due dates in the Program Budget Management Information (PBMI) Advice for inclusion in the MAR system. 51.11 - Reporting Periods. Complete Management Attainment Reporting (MAR) twice each fiscal year. Standard attainment reporting periods are: 1. Period 1 - October 1 through July 31. During this period the Regional Foresters, Station Directors, Area Director, and Institute Director are required to report actual accomplishments from October 1 through July 31 and to project final accomplishments from August 1 through September 30. 2. Period 2 - July 31 through September 30. During this period the Regional Foresters, Station Directors, Area Director, and Institute Director are required to report actual accomplishments for the fiscal year. 51.12 - Report Due Dates. Report attainments for each period in accordance with due dates in the Program Budget Management Information (PBMI) Advice or as updated by the annual Management Attainment Report instructions. Include in both reports a narrative which explains significant deviations (plus or minus 5 percent) from the performance goals. Submit these reports to the Washington Office, Director of Program Development and Budget. 51.13 - Attainment Reports. Produce all attainment reports using the PBDIS report selections for the MAR process. These reports are available by National and Regional level of detail and provide managers with a comprehensive summary of key informational items for which performance goals have been assigned. 52 - ATTAINMENT ANALYSIS. Upon receipt of first period accomplishments, the Washington Office, Program Development and Budget Staff, Branch Chief for Financial Planning and Management implements the following steps to prepare an analytical package for the Chief: 1. Summarizes the Management Attainment Report (MAR items) relating to Regional Forester, Station Directors, Area Director, and Institute Director performance standards and highlights the percentage of accomplishments for each reporting period. 2. Documents MAR items where accomplishments for the report period differ significantly (plus or minus 5 percent) from performance goals. 3. Submits an analysis package to the Director, Program Development and Budget for transmittal to the Chief, Associate Chief, Deputy Chiefs, and the Washington Office, Director of Personnel Management as input for the performance evaluation of line officers.
