25.42 - Utilization Standards. (B(T)2.2, A(T)2). The following minimum Utilization Standards shall be used

in A(T)2 in all saw log sales (logs subject to per M or per acre pricing), and in pulp log and cedar product

sales (logs subject to per unit pricing). These standards supplement the R-1 utilization standards.

TIMBER SALE PREPARATION HANDBOOK

Minimum piece specifications will not be varied unless approved by the Regional Forester.

1. SAWLOGS (Live and Dead). The following pertains to all species sawlogs except lodgepole pine and white pine. As shown in A(T)2 and defined in C(T)6.802, sawlogs shall include all live and dead timber that meets utilization specifications. The live and dead component includes all timber down to 7.0 inch d.b.h. for all species, except lodgepole pine, that contains an 8 foot product to a 5.6 inch top d.i.b.

This material will be appraised according to parent text instructions.

There shall be required removal of all live and dead sawlog volume in this category. Only the live sawlog material is chargeable to Allowable Sale Quantity.

If using provision C(T)2.303#, (option B), to leave dead trees standing for snags, or other resource reasons, do not include their volume in A(T)2.

2. Lodgepole and white pine Sawlogs. These species shall be sold on a two-product basis--live sawlogs and dead sawlogs. The live and dead components will be appraised as directed in FSH 2409.22 R-1, and will be shown separately in A(T)2. Live lodgepole will be included down to 6.0 inch DBH, and live white pine will be included down to 7.0 inch d.b.h., if they have an 8 foot product to a 5.6 inch top d.i.b.

Dead lodgepole and white pine will be appraised separately from live sawlogs of these species. Live lodgepole, white pine and all other species of live and dead sawlogs, will be shown grouped with other live sawlogs for bidding and payment purposes in A(T)5. This will reduce the possibility of skewed bidding. Dead lodgepole and white pine sawlogs will be shown separately in A(T)5. They will be sold at fixed, flat rates (not subjected to bidding), unless dead sawlogs are a major component on the sale.

Dead lodgepole and white pine should be included in the contract on a net volume basis. Net volumes will be determined by reducing gross cruised volumes for estimated cull, seen defect, breakage, and hidden defect. The appraised and contract rate will be $1.00/MBF.

On the 2400-17 summary, the dead lodgepole and/or white pine will be broken out as a separate group. Supervisor's Office approval should be obtained prior to establishing other species groups. These instructions also apply to ATSA entries. For STARS reporting, volumes for each species should be reported.

Sales in which included dead lodgepole pine is 1 percent or less of the total sale volume, 5 percent or less of the total lodgepole pine volume, and is not in an epidemic situation, the live and dead may be combined and sold as a single species or combined with other species. For sales that meet the above criteria and the decision is made to combine, the dead lodgepole volume from the cruise will be reported in the timber sale appraisal report and combined with live species. The total (live and dead) volume will be used in the appraisal calculations and summary (2400-17).

Dead lodgepole and dead white pine utilization specifications will be shown separately in A(T)2. C(T)6.807 and C(T)6.808 will be included in the contract. The A(T)5 section will reflect one group for payment purposes.

3. Pulp Logs Pulp logs consist of material of all species, except cedar, that do not meet sawlog specifications, but meet the specifications stated in A(T)2 for pulp logs. Lodgepole and white pine will be excluded from the pulp category for sales that contain dead lodgepole or dead white pine sawlog groups in A(T)2.

Scaled Sales- Per agreement with the Regional Office, we have the option of using C2.11 or C6.812 for pulpwood volume. If we decide to use C2.11, the pulp volume does not become part of the contract, nor can the volume be credited as sold, until an agreement is signed between the Purchaser and Contracting Officer. If C6.812 is used, the volume in A2 is part of the contract and credited as sold. The purchaser has the option to remove this material, and if removed, the material will be scaled, and paid for at the rates specified in the contract.

Tree Measurement Sales- This material will not be listed under CT2.11 volume. Include CT6.812 in the contract and we will receive target credit for this volume when the sale is sold. The pulp volume will be charged for along with the sawlog volume, when the payment units are released.

Pulp logs may be a biddable item where they comprise the majority of the sale, but in most cases they will be offered at fixed, flat rates. Pulp volume will be charged for, but removal will be optional according to CT6.812. Therefore, when it is included in the contracts, the volume will be included in the payment unit volumes, and paid for before units are released for cutting on 2400-6T contracts.

4. Small Roundwood

ROUNDWOOD (S-WOOD)

This material consists of topwood volume from 4.6 to 5.6 inch diameter inside bark (d.i.b.), and 6 inch d.b.h. live lodgepole, and 7 inch d.b.h. live trees of all other species that does not contain an 8 foot product to a 5.6 inch top d.i.b.

The volume for this material is obtained from the cruise printout and is classed as chargeable live. This volume is credited towards the Forest's ASQ. Removal of this material will be optional under C(T)6.414#, and will be charged for at a rate of $1.00/m.b.f. in A(T)5. Payment for this material shall be made under C(T)4.225#. No KV or BD costs will be charged against this volume.

ROUNDWOOD (R-WOOD)

This volume consists of material which is smaller than the specifications for S-WOOD. The material usually consists of post & pole or pulpwood (whips). Actual specifications can be adjusted to meet actual stand conditions (suggest, 4 inch d.b.h. to a 3 inch top). Payment for this material shall be made under C(T)4.225#.

A special cruise is required to obtain the volume estimates, and this volume will be classed as nonchargeable live. Removal of this material is required under C(T)6.417#, or optional decking by agreement. No KV or BD costs will be charged against this volume.

ACCOUNTABILITY INSTRUCTIONS

Procedures for Small Roundwood

Scaled Sales

1. When all sawlogs have been removed from a unit and the utilization has been accepted, the small roundwood may be removed without presentation for scaling. Scale (yellow) tickets from a separate, designated book will be issued for these loads. On the Scaler Receipt, with an ink marker or stamp, print SRW or Small Roundwood in large letters. These tickets are accountable and provisions for their return are necessary. No sample group is assigned and the tickets will not be entered into the Volume Computation system.

The ticket book may be broken so a limited number of tickets are issued at a time. A route of haul for the small roundwood will be needed. Painting and branding can be waived for these loads, but the ticket number is to be painted on the large end of one (1) log or on the side of the load (driver's side).

2. When the small roundwood is removed prior to utilization being accepted on a unit, or removal is concurrent with sawlog volume, all material must be presented for scaling. When the small roundwood is sorted, a separate sample group and frequency needs to be assigned.

If the small roundwood is not sorted but is mixed in with sawlog loads, do not assign a separate sample group. Only the sawlog component will be scaled. If there are less than five loads of small roundwood to be hauled, perform 100% scale. If five or more loads are to be removed, select a frequency that should obtain a minimum of two or three samples. Do not exceed a 1:20 sample and consider the risk of too wide a sample versus the cost of scaling the sawlogs from this low-value material. Other considerations include: the quality of sorting, what will be used for bunk logs, and the method of conveyance: i.e., short vs. long log bunks, flatbed, etc. If there is a high variability of sawlog component between loads, as would occur with poor quality of sorting, a tighter sampling would be necessary to limit the risk for both the purchaser as well as the government. Do not assume that, because small roundwood is low value material, a 1:20 sample is always appropriate.

We are providing scaling services only for locations that are currently accepted scaling points. If the purchaser intends to deliver loads to other locations, presentation for scaling may have to occur at one of the established points or require a yard agreement that provides for scaling and accountability at the new delivery point. If this situation arises, contact Ed Linjala or Brian Wagner.

Issue an updated Scaler Information Form and include the truck ticket numbers that will be used for the small roundwood loads.

Remember, our objective is to encourage removal of the small roundwood and we need to do all we can to facilitate the process.

Tree Measurement Sales

No special considerations regarding accountability will be required for Tree Measurement Sales. Material smaller than minimum sawlog specifications can be waived from painting and branding. All other accountability procedures are still required, and because of the size of material, the ticket number may be painted on the large end of one (1) log or on the driver's side of the load. The ticket form must be consistent for the entire sale.

APPRAISAL/CONTRACT PREPARATION

SMALL ROUNDWOOD: The volumes for small roundwood must be converted to Cunits in order for the appraisal program (2400-17) to recognize the volume separately from the sawlog volume with a fixed rate.

Conversion from Cunit volume on the cruise to MBF volume for appraisal is accomplished by dividing by 0.6 (1 Cunit = 0.6 MBF).

Enter as product code 3, and unit of measure as code 9, with a fixed rate of $0.60 per Cunit. This is an equivalent value of $1.00 per MBF. The $1.00/MBF rate will be used in the contract and bid form.

Slash deposits will not be charged to small roundwood volume.

Road maintenance deposits may be charged if small roundwood is removed in a separate operation.

PULP: The volume for pulp will be appraised in cunits at $0.60 per cunit.

Slash deposits will not be charged to pulp volume.

Road maintenance deposits will be charged as per contract provisions.

SCALED SALE

Small roundwood and pulp logs (under C6.812) will be included in the contract volume.

Payment for small roundwood will be mandatory under C4.225#. The payment for the total value of small roundwood must be made prior to beginning of operations.

Payment for pulp (under C6.812) will be made when volume is scaled and reported.

The value of the small roundwood and pulp logs will be included in the calculations for all items which are based on the sale value; i.e., determining the bid quarantee, performance bond, down payment, periodic payments and base rate value.

Pulp logs will be optional removal.

TREE MEASUREMENT SALE (and Acre Contracts)

Small roundwood and pulp logs (under CT6.812) will be included in the contract volume. Payment will be mandatory under CT4.225#.

The volume and value of the small roundwood and pulp logs (under CT6.812) will be included in AT5c by payment unit.

Small roundwood and pulp logs (under CT6.812) will be paid for in cash, or covered by Payment Bond, prior to the payment unit being released for cutting , along with other included volume.

The value of the small roundwood and pulp logs will be included in the calculations for all items which are based on the sale value, i.e. determining the bid quarantee, performance bond, down payment, periodic payments and base rate value.

Pulp logs will be optional removal.

The value of the small roundwood and pulp (under C6.812) will be included when calculating required bid value removal (25%) for release of the down payment.

The volume will be input on FS-6500-171 (Card 0201) as specified above.

Associated charges; e.g., road maintenance and surface road replacement, will be input on FS-6500-174 (Card 0501). Small roundwood (CS) is input with a charge type of 02, a charge ID of CS and unit of measure of 01 with a 0.00 charge rate. The live species will be entered with a charge type of 05 and unit of measure of 01 at the rate specified in the contract. Pulp is input with a charge type 05 and a unit of measure of 03 at the rate specified in the contract.

The payment for the total value of small roundwood must be made prior to beginning of operations. A quantity adjustment on FS-6500-183 (Card 5001) charging total volume at $1.00/MBF will be used to charge in ATSA.

In those situations where timing does not allow the ATSA system to bill for this volume, the option would be to issue the Bill for Collection to the purchaser for payment to lockbox at the same time as the charge is made in ATSA.

The payment for the pulp volume will be as presented for scaling, reported into the volume computation system and charged on the timber sale statement of account.

TREE MEASUREMENT SALE

The value of the small roundwood and pulp (under CT6.812) will be included when calculating required bid value removal (25%) for release of the down payment.

The volume will be input on FS-6500-173 (Card 0301) by payment unit using codes as specified on above table.

Associated charges; e.g., road maintenance and surface road replacement, will be input on FS-6500-174 (Card 0501). Small roundwood (CS) is input with a charge type of 02, a charge ID of CS and unit of measure of 01 with a 0.00 charge rate. The live species will be entered with a charge type of 05 and unit of measure of 01 at the rate specified in the contract. Pulp is input with a charge type 05 and a unit of measure of 03 at the rate specified in the contract.

The payment will be made in cash, or covered by Payment Bond, prior to the payment unit being released for cutting, along with other included volume. ATSA will be charged at the time the payment unit is reported cut. On sales coverd by payment bond, the volume of small roundwood and pulp (under CT6.812) will be input into ATSA along with the initial partial cut reported if total volume of payment unit is not completed within the same month.

Small roundwood will have no road deposit charges if the material is removed with other contract volume. Road deposits may be charged if small roundwood is removed in a separate operation.

When purchaser opts to remove pulp under CT6.812, road deposits will be charged. The option to remove pulp shall be declared in writing by payment unit prior to payment unit being released for cutting. Road deposit charges will be input into ATSA along with other basic data with a charge type of 02 allowing an automatic charge for pulp volume when cut date is entered.

Upon written request, road deposits may be refunded if no pulp logs have been removed from the payment unit. In the event that the purchaser does not exercise his option to remove the pulp and a written request for a refund is received, road deposit charges will be removed from his statement of account. This will be done by reversing the charges with a rate correction using FS-6500-183 (Card 5001). An entry into ATSA on FS-6500-176 (Card 2002) would be used to identify on the statement of account the specific information, i.e. payment unit number and date of written request.

| CONTRACT AND BONDS - The bidder whose bid is accepted will, within 30 days of notice of award, or any |
