FSM TITLE 2700- LAND USES MANAGEMENT November 1979 2710.45 - Authority Delegated to District Rangers District Rangers are delegated full authority to authorize the flagging, construction, and issuance of final acceptance of Mountain States Telephone Company telephone lines and/or buried cables, and APS distribution line when such lines will come under the purview of: Mountain States 1. The Working Agreement approved by the Regional Forester on June 15, 1973, and 2. The Master Special Use Permit approved by the Forest Supervisor, Coconino National Forest on August 13, 1973. APS 1. The Working Agreement approved by the Regional Forester on December 22, 1975. 2. The Master Special Use Permit approved by the Forest Supervisor on January 12, 1976. "Route Planning and Construction Approval" form will be used for authorizing these lines. Removal of Mountain States and APS lines an/or buried cables will be handled in the same manner. District Rangers are also authorized to prepare and approve the environmental analysis (Detailed Coordination Plan) for proposed addition of lines by amendment to the Master Special Use Permits except in cases where the project exceeds the intent of the Working Agreement because of major multiple use complexities or impacts, and/or the size and type of the project. In these cases where it exceeds the Ranger's authority, the District Ranger will prepare the environmental analysis and submit it to the Supervisor's Office for approval. One copy of all environmental analyses approved by the District Ranger will be sent to the Supervisor's Office. FSM TITLE 2700 - LAND USES MANAGEMENT 2710.45 - Authority Delegated to District Rangers District Rangers are authorized to issue, amend, and transfer special use permits as specified below: 1. Permits of a temporary nature subject to the following limitations: a. The use being authorized must be one where issuance authority has been delegated to the Forest Supervisor. b. Temporary use is defined as any occupancy or use with an expected term of less than one year from the date of issuance and which will not result in lasting disturbance of soil or vegetation. c. A temporary permit issued by the District Ranger may be amended to extend its term to exceed one year if approved in advance by the Forest Supervisor. 2. Permits for uses on sites for which there is an approved site plan for purposes and terms not to exceed the authority delegated to the Forest Supervisor. Most specifically this applies to permits on recreation residence areas and electronic sites. In all cases the issuing office will provide a fully executed copy of the permit or amendment along with pertinent correspondence and billing information to the Supervisor's Office. The Supervisor's Office will see that the use is properly entered into the Land Use Records system and status records.
