The FGRWG consists of three representatives from each of the member nations of the North American Forest Commission. Appointments are the prerogative of each member nation and communicated to the Working Group through the NAFC's Bureau of Alternates (BOA). However, the FGRWG may offer suggestions to the Committee for its consideration. Continuity of the membership is critical to the Working Group's operation.

The position of Working Group chair rotates among the member countries according to venue. A coordinating or permanent secretary is appointed from the representatives. The chairperson may invite observers (other scientists or forest experts) to participate in the meetings or other Working Group activities. Meetings are scheduled about 12-18 months apart or as frequently as activities demand. The meeting location is generally rotated among member countries.

In 2001, the Working Group members visited the Ancient Bristlecone Pine Forest, Inyo National Forest, California to discuss the management of public lands in relation to conservation of genetic resources
