Field Operations Guide
The Field Operations Guide for Disaster Assessment and Response (FOG) is a reference tool for individuals sent to disaster sites to perform initial assessments or to participate as members of a Disaster Assistance Response Team (DART).
In FY 2005, DASP completed an extensive two-year review and revision of the FOG that incorporated technical expertise and new information about global disaster response into a reference manual. FOG version 4.0 was updated and improved to include sections about humanitarian protection; safety and security issues; working with the US military; chemical, biological, radiation, nuclear, or explosive hazards; monitoring and evaluation; HIV/AIDs; environmental assessments; working with Response Management Teams (RMT); and the current USAID/OFDA organizational structure. Technical specialists cross-checked the FOG to ensure consistency with Sphere guidelines. In addition, polyart paper and a vinyl cover make the updated FOG waterproof and more durable. The FOG is scheduled to be revised again in FY 2011.
The DASP distributed over 1,500 copies of the FOG in FY 2008 to DART/RMT Essentials trainees; USAID Mission contacts; USAID/OFDA core/surge staff; implementing partners; and the Department of Defense. FOGs are available for purchase by the general public from the Government Printing Office and a free Adobe Acrobat version is available online at the USAID website.
