\1 Authorities being tested are as follows:
1 = goods for services;
2 = retention of receipts;
3 = award of contracts on a "best value" basis;
4 = designation by prescription;
5 = using state foresters as federal agents; and,
6 = other. Other includes using service contracts of over 5 years duration, awarding contracts valued at over $10,000 without advertisement, collecting K-V funds given contact logging, and use of performance/payment bonds to cover product value.
\2 Goals being pursued are as follows:
A = reduce risk of catastrophic wildfire;
B = improve wildlife habitat;
C = protect water quality and fish habitat;
D = restore ecosystem patterns and functions to historic range of variability;
E = restore overall health and vigor of forest stands; and,
F = other. Other includes such objectives as improving riparian areas, controlling noxious weeds, and improving recreation values.
