Track: Matching the Process to the Problem: Navigating Process Choices

This session addresses the Navy's Section 106 consultation for historic properties damaged from Hurricane Ivan. This case demonstrates how Section 106 can be made more effective through ECR's use. The audience will learn about ECR tools to improve implementation of Section 106 and historic property protection. The Section 106 process and regulations involved in the case will be examined. Lessons learned from this case apply to other federal consultation processes, natural disasters and environmental partnering. Integrating ECR at critical steps in Section 106 and involving the lowest-level participants will enhance decision making, solve problems and further preservation interests.
