Jud Monroe has been a professional writer for over 30 years,
specializing in technical and scientific writing. He began teaching
science writing at the University of California Davis campus in
1974-75 and taught there in engineering, chemistry, biology, veterinary
medicine, food science, and agronomy. In 1978 he and agronomist
Carole Meredith published The Science of Scientific Writing,
which he followed in 1980 with Effective Research and Report
Writing in Government. In the late 1970's he began teaching
scientific writing courses for the American Fisheries Society
(which he continues to do when time permits). He has taught at
UC Davis, UCLA, UC Irvine, and Golden Gate University. During
this same period he was "ghost writing" journal papers
for researchers in both the university and industry.
In 1979, he began consulting work with the US Army Corps of Engineers,
writing Feasibility, Design, and other planning documents. He
coordinated preparation of Fish and Wildlife Coordination Act
reports and Joint NEPA/Feasibility documents with the Los Angeles
District until 1993. At the same time, he worked on a variety
of NEPA and Endangered Species Act documents for California Department
of Fish and Game, USFWS, and Metropolitan Water District of Southern
California. He wrote the first Multi-Species Habitat Conservation
Plan in the nation in 1992. The documentation for this HCP received
a Presidential Award for Excellence.
From 1990 to 2001, Jud divided his work between managing the
Southwestern Riverside County Multi-Species Reserve, managing
ESA compliance with mitigation requirements for a $2.2 billion
reservoir, and writing environmental documents to meet the requirements
of NEPA, the federal Endangered Species Act, and various similar
state statutes. He has written joint Environmental Impact Statements-Environmental
Impact Reports, Habitat Conservation Plans, EA's for Section 404
permitting, and Action Specific Implementation Plans for consolidated
federal and State of California permitting under the CALFED program.
Current projects include an EIS/EIR for the USFWS related to a
waste management facility, an EIR (California) for Mojave Water
Agency, EA's for two fish screening projects, and an HCP for a
fisheries management project in Northern California.
Jud is a member of the Society for Conservation Biology and the
American Fisheries Society.
