Planning and Analysis Team

Our planning team includes a Type I IMT Fire Behavior Analyst and Division Supervisor.  In cooperation with a Type I IMT Incident Commander (Scott Vail), we have developed a detailed set of procedures that we would follow when working with on a wildfire to ensure that we are integrated safely with incident management teams.

Rapid Response Team

We will have a leased, portable laboratory trailer and at least an eight-person team to conduct the field investigations.  The team would include: 1) 2 2-person field measurement teams; 2) a gps/GIS mapping expert and fire behavior equipment technician and assistant; 3) a fire boss qualified person for safety and communications; and 5) the principle investigator.  All team members will be fully red-carded for arduous fire-fighting conditions and equipped with PPE.

Operational Guidelines for Interacting w/IMT’s (Developed by Scott Vail, IC Type I IMT)
Organization and Roles/Responsibilities/Qualifications
  • Single Resource Boss to serve as a crew boss for the team and liason with the incident
    • Would serve as crew boss (lookout, communications, highlight safety zones, identify escape routes, be responsible for safety briefings prior to going out, communications with adjoining resources, attends briefings)
  • Team leader will serve as liaison with incident management team and primary contacts will be with incident commander, operations, planning, FBAN, safety
  • All team members would possess minimum requirements of Firefighter II (arduous red card, annual refresher training which includes fire shelter training). 
Procedure for Working on Each Wildfire Incidents
  1. Have a pre-order set up with dispatch (north and south zone) and a procedure approved by RO
  2. Team leader will contact dispatch at north/south ops
  3. Team leader will contact IC
    1. Arrive on scene and brief IC, safety officer,  planning section chief, and operations section chief as to what we are doing and will determine the best operating procedures on the fire
    2. Work with FBAN to establish best areas to do research
    3. Work with operations and safety to determine if each location is appropriate
    4. Single resource boss will attend daily shift briefings/division breakouts
    5. Single resource boss will conduct safety briefing and any special operational concerns prior to start of work for the day
    6. Single resource boss will maintain close communications with divisions and adjoining resources and serve as lookout and ensure safety of crew
    7. When team departs research area, will notify division supervisor when team enters new area will notify appropriate division supervisor.
    8. When going off operational shift, single resource boss or team leader will notify division supervisor
    9. Team leader will debrief FBAN and other interested individuals
    10. Team will follow established demob procedures
    11. Team leader will write brief narrative concerning operational procedures and any improvements or suggestions by the team or the IMT to make the integration of the research team with the IMT successful.
